Baseboard Heat Behind Kitchen Cabinets

The plan is to extend the kitchen to take advantage of as much space as possible but this requires placing new cabinets over existing baseboard heaters.
The only alternative is to get central air installed and that just isnt going to happen. Will be renovating a kitchen in a few weeks. Rather than having a whole wall of hot pipe to heat the room drop that pipe under the floor and bring just a little loop up into the kitchen to feed a little toekick heater. Convert the lost baseboard into a toekick heater says the internets.

If its not boiler heated and is a 220v baseboard heater instead its kind of difficult finding out the difference in power consumption between the two depending on if its an gas or oil or electric furnace. There is also a dinning room connected to the kitchen in the space below it but i just drew the two rooms here.

I ve looked into kickboard heat countertop heat and relocating the copper piping in the basement to provide for floor registers in front of the cabinets. My kitchen cabinets are built over baseboard heat in this matter and the room has functioned perfectly for 7 years. Baseboard heat immediately travels upward while you have a constant cold floor from the cold mass and collects in the corners of the room. Solid blue is current cabinet dotted blue is new cabinet and red is baseboard.
There is litterally baseboard everywhere in this house haha. There is about 10 of baseboard running along that wall. Is it better to move it back behind the frames of the new cabinets 18 above floor or back and. One of the reasons the kitchen feels a little smaller is because the only countertop space in the kitchen is from cabinets that instead of being flush against the wall are up against the baseboard.
