It likely depends on what type of cabinets you re planning on installing.
Generally not always tile is laid around cabinetry rather than under it. Particularly with islands where you may need to have plumbing and electrical going through the floor and up into the cabinetry. In our kitchen the dishwasher was installed in a cabinet space that used to be a cupboard. Your best bet is to tile to the walls and caulk that interface you don t want shoe or base there as it will keep cabinets from going all the way in linoleum or vinyl in the cabinet under the sink including a few inches up the walls inside so any leak there comes out the doors tile with base in the dishwasher and clothes washer if in kitchen alcove and stove and reefer recesses so those areas are waterproofed at the edge then when the cabinets are put down put a rubber seal or silicone.
The trick is cutting the tile around the cabinets using the proper tools. I hate to do it this way and tried to convince him to do he tile first. This answer is not useful. James miller says i prefer to tile around cabinets but under appliances since cabinets typically are permanent installs where appliances come and go.

Talking to the client about it he wants the cabinets in first then the tile floor. Because it was not tiled under the cabinet you can see the concrete sub floor under the dishwasher. If you re going for the european style what ikea refers to as a free standing kitchen you need to fully tile first as it ll be visible once the cabinets are installed. You need a level surface to put your cabinets appliances etc on.
Also cabinetry is shimmed to level it and it is more difficult to shim if there is a tile floor.
